The GP32 unofficial dev distributions just contain compiler exe's (and other tools) that somebody else kindly made up from the source code.
The official GamePark SDK is for ARM's own tools and the versions that work with GCC are user contributed hacks to an older version of that SDK (I think).
As for the compiler, there are GCC pages for the ARM parts of the compiler and people who work just on that, but there all part of the main project, much like MIPS, x86 or ia64 are just parts of the compiler. It's not a port of GCC so to speak but a version produced from the main project to generate ARM ASM code much like a version produced to generate x86 ASM.
