Dillo is pretty great (and has such a tiny codebase!) but I think almost all current linux web browsers rely on X11 to do the rendering. I'm not aware of any browsers currently do their rendering, for instance, on an SDL surface.
So... we'd need some kind of tiny X11 running, as well. These lightweight X servers do exist, and run on hardware much leaner than the GP2X, but I am not very familiar with them.

Still, googling for things like "embedded x server" should get you on the road to figuring these things out.
