Romhacks are as illegal as any other copyrighted rom.

Revision 1...revision 2...etc. Just updated revisions on the games. You would never know in most cases that you got a different (updated) revision when you purchased the carts back in the day. For example, the very first release of "Phantasy Star" for the SMS had a glitch with the enter name menu, afterward the carts were updated to a newer revision with that glitch repaired. There may be something to the effect of "Rev 1" or "Rev 2" on the board or chips, but nothing on the outside of the cart that would allow you to distinguish that you have the newer cart.

As for bad dumps, in my experience sometimes these will work in certain emulators while the "correct" dump does not. The sets you seem to have are "goodsets" which were renamed using cowerings goodtool "Goodgen". The dumps that have a [!] are supposed to be the correct dumps, but it has been found that in some cases they are not. You're best bet nowadays I would think is to try to get "Nointro" sets. These are verified by the "nointro" project, and are just an all around better set in my opinion.

Yes, they do. I never really did like having 15 bad dumps and 9 hacks of the same game :)

I got a bit annoyed with this too, went through all my romsets searching for *[b* in windows explorer and deleted the results. Managed to free a lot of space and prune down those extraneous sets. Then I did the same with *[!* to pull out all the known good dumps. I always look in those first when I'm rooting around for a game... Pretty easy to do.
