Where is the Å button the keyboard? Could it be possible as a setting to replace 'U' with Å for Swedish users?

There's a compose key. To get... that letter, hit the compose key, then 'o', then 'a'.
The keyboard is fully mappable, however, so if you want you can replace one key with any other key in software.

As far as I've understood one is able to run a variety of different linux distributions on the Pandora.
How would one map the keyboard in that case? Or is this function somehow a part of the BIOS?

Short version: all distros follow a standard keyboard mapping method. You just run a program in the OS and set the keys however you want. The biggest problem you might have is that if you change distros you'll have to run that program again to remap the keys, but only the first time you install the OS. If you find yourself installing so many different distros that this becomes a problem, I would suggest you are doing something wrong ;)
