Tv Screen Aligning Hardware?

What I'm looking for is something that plugs into the scart socket on the back of the TV, then has another scart socket on it that lets you plug you're stuff into. What I want it to be able to do is let me align the screen. Especially with dreamcast games, the screen is pushed up to the top right hand side of the screen, cutting off health bars in fighting games and just chunks of the action going on.

What I wanted to know was is anyone aware if such a thing exists? Or if schematics exist? I'd really like to buy one as it really affects playing dead or alive and stuff on the dc. Although the bouncing puts me off the health bars most of the time anyway...

But anyway anyone know if there's such a thing? I tried google.

Edit: I am aware that there are options in games to align the screen but in 90% of games this isn't present. Which is bloody anoying btw. How long does it take to add something like that??
 
Why does this happen? The first game I noticed it on was SFII on PS2, but it has an aligning option.
 
So is my only option to get a vga adapter? Would be a bit annoying as it's better multiplayer on a tv. I guess I could switch to the tv when I have mates round though.
