Has "nothing to do with it" the same way ARM9 had nothing to do with StrongARM and ARM11 had nothing to do with XScale... they're different implementations but the basic design is very similar. Snapdragon has a few things over Cortex-A8 though.

Everyone I know of who has set the voltage to the TI specified level (over the standard one) has gotten 900+MHz off of a dev board and none have reported heat issues. I fail to see how "different" that is from one in a case (sure that'd increase heat a bit but it'd have to be pretty hot already for it to push it over)
