I've built a 64-bit toolchain for cross compiling Pandora stuff on x86_64 GNU/Linux

Because fighting with bitbake on *any* project I've come across it a thundering pita - I'm sure this would be useful for other people, however it contains propriety files (ie from the OMAP35x Graphics SDK)

What's the situation regarding making this available for others? Would I need specific written authority from TI or would it be ok in this context (ie its not the whole sdk just libs and includes without all the rest of the SDK)

Failing that, is there anyone out there who has said permission, that I can pass this to, so others can benefit from it.

Reread the licence you agree when downloading the SDK.
It specify that it's not allowed to redistribute the full SDK, but it's fine to redistribute part of it. That's why angstrom does have these ipk files containing gles drivers and include files.

IMHO you should be allowed to do so, but my first advice still apply :)
