Providing you burn it correctly - yes. I am actually thinking on getting the $189 portable dreamcast. Comes with modded consol with LCD screen, speakers and such. Car adapter, AC adapter, VCD player, Remote for VCDPlayer, Mod chiped to play any dreamcast thing.
