For downloading a correctly encrypted "Free Launcher" program, you'll need to use IRC. Follow the guide here:

The second way - Registering via IRC
The second way doesnt go through Gamepark registration so you wont be able to download any files that are encrypted with your GP32 ID for example the Free Launcher program. You can however still register on the Gamepark site and download any other software.
Download the USB drivers and a program named GPS2 from Darkfaders page
here. Once you have installed the USB drivers load the
GPS2.exe file and you will be presented with a window as shown:
Switch on your GP32 and goto the the PC Link screen. It should now say Waiting on the screen, next in the GPS2 program click on the Read button. The SMCID and PDUID fields will now be filled with a 32 alpha numeric string. You will need the PDUID number so for now keep the program open.
Now with your IRC client, connect to EFNet and join #GP32. Now enter the following, !encrypt PDUID free_launcher, so for example if your PDUID was 12345678965489653216548354532 you would enter the following.
!encrypt 12345678965489653216548354532 free_launcher
NOTE: Dont use the above example PDUID when giving the information on the channel, you can download the file using this example but it will not work on your GP32. Use your own GP32 PDUID only!
You may enter your SMCID instead of the PDUID if you wish to but I recommend entering the PDUID as you can use this on any Smart Media Card but only on your GP32. NOTE: The commands to get the Free Launcher may change so if the above doesnt work type !applist and you will get a list of options.
Shortly afterwards you should get a message with a link to a zipfile, in the above case it will be 12345678965489653216548354532.zip. Download this file, extract and copy the files to your SMC, the structure should stay the same as it is in the zipfile i.e.
gp_launc.gxe goes in gp://game folder
gp_launc.gxc goes in gp://game/gp_launc folder
Once this is done you now have the Free Launcher installed.
