    Razor-thin or not, the 5 out of 8 people needed to be budgeted as a fix cost for labor, since basic assembly workers are paid by the hour.     Sounds like bad budgeting planning, if you let people go due to no work, there should have been left over money waiting to re-hire them when work again is needed. Unless it's spent elsewhere during that time, or it never had the full budget in the first place.

    Look at the recent history, people at #1 have theirs, and people (say above #1000) don't. Also helps inform the customer to find out if they are high on the queue, say at #4000, and let them decid if can wait the (two months) or get an refund.

    Actually it does help, as it informs the customer where they stand in the queue, and apparently where you stand in the queue can make a big difference in when you get it.
