I would personally recommend Gruso as the hypothetical new mod. He is one of the most obviously mature, responsible, and helpful members of the forum, and he has some experience from managing a major blog.
But that's just me thinking out loud.
I believe in simplicity. Requiring a program to run my program seems a little silly to me. Although I am willing to give Python a bit more credit than Java because Python's wrapper is a lot less bloated.
I don't think it will be quite that bad. Anyways, it would cost way too much to do something like that for only a few games and applications to benefit from it.
I've got God-knows how many games in my head, most of which are probably too ambitious for me to do. However, I do plan to develop. I've got a feasible idea for a small game and I have an idea for a cross-platform math utility that I would definitely bring to the Pandora if I ever make it.
Nobody has a gun at your head forcing you to buy it. It's meant to appeal to people who couldn't really see the first one too well. It isn't targeted at people who are satisfied with their current DSis.
I've heard that most common libraries will be included out-of-the-box on the core OS in order to simplify programming. I'm already certain that SDL and OpenGL ES will be included, and I've heard that Qt will as well, but I'm curious about specifically what other libraries the Pandora will come...
I'm taking a course in economics, and from what I can see, there is no good reason for OpenPandora to "go public". There are an incredible number of legal hurdles to jump in order to incorporate a business. Real corporations have to hire specialists to handle taxes, fees, and other legal issues...

I recommend learning C++. It has its complexities, but the core concepts are very easy to learn if you have prior coding experience, which it seems you do. It easy for me at any rate, although I still consider myself a beginner.

I think that the Pandora should be pushed more toward commercial developers along with the open-source developers. There are no licensing fees, no SDKs required, it's easy to develop for, I think we could see a nice slew of low-cost professional games on the Pandora.
It doesn't matter how you make something, as long as the end product works well. I'd try to make a program as efficient as possible, but most machines with antiquated, crappy processors aren't going to be able to do hardware rendering.
