GLShim cannot work as Exagear has no path to pass the calls to the host machine.
It will be slower as it will just convert GL to gles calls while the Exagear Ubuntu will render them in software if at all.
The fltk needs opengl to run. You vould try to compile it with GLshim from lunixbochs.
I think that slackware is not aware the there is no real opengl on the Pandora.
Why not flooding it? If it has its own category, there is no problem with uploading a lot of PNDs.
An app as you proposed already exists iirc from commander-beef. But its closed source I think.
Even using OpenGL for DirectDraw is a complicated thing.

Edit: The Diablo 2 OpenGL renderer was only used to do colored lighting and other effects afaik.
On my old Pentium 2 with a shitty 3D card it was a lot slower than software rendering.
