Please make a new version of it that is compiled with the latest sources since the NeoGAF rendering weirdly issue, etc. have been fixed in them. Thanks in advance.
Oh, so the issue is something else then. Maybe its compiled as part of the program.
EDIT: It is used when compiling the program according to a person in its IRC chatroom (which is #netsurf on irc.freenode.net).
I tried changing the Prev/Next Tab keyboard shortcut in the FatMessages file that is in the pandora\appdata\netsurf\home\netsurf folder manually. It is still using the default shortcut because of the resources.tgz in the PND though.
It works since this is a port of the GTK interface and backend for NetSurf. So, maybe Ctrl+Left/Right could be replaced with 1/2 in its source code.
EDIT: The file containing the keyboard shortcuts is in the source under the name of FatMessages and is located in the resources folder.

1. The tab bar is included. Its just disabled by default and can be enabled by checking the appropriate checkbox in the Appearance tab of its Preferences.
2. Is it possible to assign keyboard commands to switching between the tab on the left and right side of the currently selected one?
The rendering weirdness is because Javascript, etc. isn't fully supported by it yet.
EDIT: Can you please get the tabbed UI that Mac OS X uses to run on the Pandora instead of the GTK one (unless it provides tabbed browsing)?
