How to get higher framerate

In some of the clips i download from the net readymade for gpcinema, the framerate goes as high as 18fps. However, whenever i rip dvds myself or convert other clips the framerate is usually either 24, 25 or 30fps. With virtualdub u can only decimate by integers. So basically my question is how can u get a source vid from 25 fps to 18fps and keep it rolling at the right speed. Any advice or info would be appreciated. Thanks B)
 
Some versions of VirtualDub allow you to choose the framrate you want to use, rather than just making you decimate. I can't remember which version it was though, maybe the mpeg2 one

it goes majorly out of sync when u use that. unless anyone can recomend a way to keep it in sync?

Sometimes it does go out of sych, but I usally encode in one pass. I don't think it will happen if you use the 2 pass method.

hm, ok. i can never get a file that plays if i use 1.5.7 it just crashes my gp so i converted the fps in 1.5.7 and then put it to xvid with 1.4.7. btw, if i want to do 2 pass 4 xvid do i use 2pass-second pass ext or 2pass-second pass int?
