So much for a Linux port.
That's not the issue. Mono can handle that. The issue it that it's a wrapper, that use Win32 API, so you need Wine or something like that on Linux (I tried on my Pandora, and it cannot show the help MessageBox).
 
AFAIK, it is something like a "transformation" instead of an emulator. Still, very interesting and it goes opensource, so we can see improvements or another workarounds in time.
 
A quick dig into the source code suggested it was running a CPU emulator, but yes, I expect its win32 calls when run under windows to mostly go directly to the real win32 lib.

It seems to depend on the sharp86 project (although I don't understand VB's depedencies and how it pulls them in so that's a guess) which by it's own definition is an i8086 emulator.
 
Windows 3.1 runs really well in DOSBox though, I think that's probably a better solution for Linux.
