1. Linux
What kind of GUI it will have? Is it goind to be desktop (KDE, GNOME) type or similar to GP2X GUI (Like Window MediaCenter). Will it be possible to istall other Linux OS to it (such as Ubuntu)

2.Emulation
Is it possible to use any kind of image filtering effects besides nearest-neighbor (such as bilinear, bicubic and special effects such as Eagle, Scale2X hq2x) to increase the quality of the resized image

EXAMPLE(Original, pixel resize (nearest-neighbor), bilinear, HQ2X)
 
1. Its likely it will have both a window managing gui and a simpler gui like GP2x. I dont think Pandora is going to need a WM with as much as KDE and gnome offer. Fluxbox, fvwm, or icewm are more likley. Ubuntu on Pandora? No its not compiled for ARM.

2. I would say filters are very likely and should look great with the screen resolution. Filters could alway be changed or disabled if a rom runs slow.

You can install any OS provided that it supports ARM and has drivers for Pandora's internals.

Ubuntu is X86, so you'll have to use EmbeddedUbuntu which is ARM, and then write or port drivers for the distribution.

Yes, as this is simply software. The reason the GP2X doesn't bother with them is that it usually slows down emulation too much.
