I loaded the standard palette into photoshop and saved it as both act and pal from within photoshop. Not sure if it is the correct pal version, or if the colour conversion (if any) is right, but you can find it here:
Wrong format. There is 2 types of .PAL file, JASC-PAL (open it up as a text file and it will say JASC-PAL on the first line) and RIFF-PAL, and possibly others. I need JASC-PAL. I'll look for some conversion tool, though.
Thanks, that last linked worked. Gamepark had an official tool to use, but
the color matching was horrid. I can now use The Gimp by modifiying a Jasc pallete into a Gimp pallete.
How to convert a Jasc pallete into a Gimp Pallete:
Just open up the Jasc pallete in wordpad (notepad don't work) and change the header from

to

GIMP Palette
Name: *Your Name Here*
#
and save it as "YourNameHere.gpl" and copy to your Gimp/share/gimp/2.0/palletes directory.
