The GP32 is officially only sold in Korea and since 2004 also in spain, not in US or any other country - this is because gamepark (the company, not the handheld) actually sucks.
but there are ways for foreigners to buy this handheld, for example the great seller www.gbax.com is located in the UK, Lik-Sang and PlayAsia ship all over the world etc.
and the gp32 community comes from all over the world

edit: you may also want to know, that the gp32 does not have to compete with the GBA. the GBA is more mainstream, living from commercial games which yu have to buy - the GP32 is a community based handheld, yo dont have to pay for games or applications, and it can do much more than games - for example movies, music (mp3, wma, ogg, mod, wav etc etc), pics, texts, scene demos and friggin much more =)
and it does not cost much - you only have to buy a gp32 + maybe a 128MB SMC card, and with the free tool gpdrive to transfer files you're all set! nearly everything is for free, maybe you're only going to buy the good beat em up game her knights and the RPG (its in korean, but not in english
