Make sure you are using %SystemRoot% instead of C:\WINDOWS in your PATH variable for the locations of System32 and System32\Wbem. So if you just put c:\devkitadv\bin in your PATH setting, it should look like this:
%SystemRoot%\System32;%SystemRoot%\System32\Wbem;c:\devkitadv\bin
In the environment variables screen, "%SystemRoot%" will appear to be C:\Windows or whatever your windows installtion directory is.
I just found this out the hard way with a stupid XP Home setup by Dell.
