Well, that would depend what country you're in; If you're in the UK, just pop your head into somewhere like Carphone Warehouse or Phones4U, I'm sure they'll find a plan and phone to suit you if you don't want to do PAYG

Three [in UK] do cheap tariffs I think.

£10 a month with a Nokia phone thrown in. 100 mins, 5000 text, 250MB data

Or a SIM only;

£6.90 a month, 200 mins, 5000 text, 500MB data. Just need to get a cheap handset offline from ebay or something

Something I've considered, their 'Ultimate Internet SIM 200 1 month All-You-Can-Eat Data SIM only plan'.

£12.90 a month, you'd need to get an old phone from cashconvertors or ebay or somewhere, but then you get 200 mins, 5000 text, unlimited data. And Three actually are unlimited, not like all the others who offer unlimited but in reality have a fair-usage cap on it.

If you're in the UK, I would go for a cheap PAYG contract, like that 3 deal and a cheap old Nokia or something that can be bought unlocked for less than 40 quid.  You really don't need a more expensive phone if all you want it calls and texts, and some of them even do mapping.

However, judging by the OPs local time he's somewhere east coast US, and there I don't believe you can but a SIM and phone seperately, so you're more at the mercy of what operators will offer you.  And USian members able to advise here?

 Nokia - 101 dual sim (typical Nokia with flashlight) It is not dual stand by - dual active, but it is deadly cheap (SIM free) and the battery holds up for several days with really heavy talk time.

One of my colleagues have one and use it as a work horse :)
