Cable data transfer speed compromised?

I've recently noticed a significant slowing of my DL speeds from a consistent 4.20-4.50 MB/s to an average of around 1.20 MB/s this ties in with some DIY work my Brother has recently done for me in which he has drilled through a small section of the wall/window frame, fed the cables through & filled the surrounding holes they are only embedded for approx 6-8 inches but I'm wondering if this could have caused the decrease in speed?

Any chance you can get on the other side of the wall, and connect your system directly? Or at least check wether the connection is still duplex mode ?
 
my router also gives me the line attenuation... this might be a good information of problem with the cable going trough the windows or directly connected using another cable...
 
Lost connection earlier & after several hours on the phone with my provider trying to reconnect (they did eventually) it seems as though there's an issue with the line at their end which they say will be resolved in the next 72hrs.
