    Apparently Acer has done something like this with the Switch Alpha 12, except with a desktop-grade Core i processor (which runs at 35 watts minimum). They're calling it LiquidLoop, with a fanless design and what I'd have to say is either a clever two-phase vapor chamber or a fully-closed water...
