Any official endorsement by Openpandora makes it not legal to host it (assuming they see the repository as a vehicle to sell a commercial product like the Pandora). So it's best a for a third party to host it.

Licensing issues are real and will make it impossible to pre-install any codecs on the Pandora by default that have to be licensed from MPEG-LA without paying massive licensing fees. You can include support for open formats like Ogg Vorbis, FLAC, OPUS, Ogg Theora and VP8/VP9 (WebM).

This resolution is beneficial because most of the software for OD is already designed for a screen with a resolution of 320x240 pixels. Scaling it to a higher resolution might actually decrease the performance. Not that I mind seeing the device having a better screen than it currently has.
