remember all games are not supported, and my guess is that full compability is not achievable (just look at the PC psx emulators they are not 100% compatible)

"Ram Timings on" makes the gp2x internal ram respond faster when it shuffles data back and forth so it,s like removing a bottleneck for the ram (i think)

Just make one big fat32 compliant partition with partition magic or cfdisk. (or any other partition program of your liking)
And then format that partition fat32.
If the gp2x don't pick up your SD use another one that "works" and upgrade to FW 2.1.1, then test your 2GB card in the new firmware...
