Other way around, it has a 600mhz to 1ghz rated clock speed and 3 different voltage states to get there. 1ghz is the highest, but lowers CPU life to ~5 years of active use. You can't do much harm overclocking, the system protects itself adequately. You can try to push it further if you so desire.

Don't expect to be playing it any time soon, but with the amazing progress of the nullDC port for PSP (a couple FPS in menus to 3fps in-game, in a couple of months) a proof of concept in the near future is very possible. Maybe with the ARM at 900mhz and full neon/sgx/dsp acceleration some games...
I took that image, put it on my 605, and displayed it in full screen mode. Everything on it is readable, no squinting, and from more than a foot away. I'd take a picture of it if I could find my camera.
