While an exciting possibility, I don't think making and receiving phone calls comfortably will happen early on. Probably setup might be rather awkward at the start and will require some amount of software development effort to make it really streamlined.
I'm sure that people which are always running out of battery charge on their cell phones would probably disagree. ;)
Better solution would be for manufacturers to stop racing each other for the title of thinnest device in the market (cell phones are so huge in the other two dimensions anyways...

I think the charger chip just controls the current it pulls. The apparent resistance from the USB port's Vcc to Gnd is just a side effect of pulling some amount of current at some voltage.

It depends how it is implemented. Assuming power is pulled exclusively from the hotswapable battery while it is installed then there's still a period of time when the non-hotswapable battery is in use (ie. during swap). So runtime cannot be infinite.
Now if the hotswapable battery can charge...
