b) is easy, it's specified like that in omap5-board-common.dtsi . It is strange though, the Micron document I have specifies 1.283-1.45V range, and even OMAP5 documentation specifies 1.28-1.377V range, it seems to be a bug. Introduced at the time voltages were added to omap5-uevm.dts , somebody probably should send a patch...
for a), I hope you have Samsung docs to cross-check how much they need, but 1.2V looks clearly invalid. I think we should use 1.35V that's specified as nominal for OMAP5 (and is set by u-boot).
