They shouldn't have to be. I'm not sure why 400 MHz was brought up in the first place, I assumed perhaps as experiment (although I'm not sure what exactly we would learn from it).
The voltage affects slew rate though as whatever pull resistance on lines stays the same for different voltages, right?
Like ED pointed out, check out table 72 vs 73 in the ddr3 data sheet.
