Good question, I don't know.
If so:
0.03A * 1e6μA/1A * 20.5h = 615000μA*h = 615mA*h is the expected charge decrease based on your measurement of current. The OS reported a decrease of 541000μA*h = 541mA*h, slightly less than your direct measurement.
(Perhaps the blinking LED draws 74mA*h/20.5h = 3.61mA = 0.00361A... no problem.)
When the unit has a battery in and no power connected, the LED is off, so it can't be that.
I just wanted to point out that I can't check if a powered down unit draws any power when connecting it to my USB power tester as the LED blinks as soon as I connect it to it :)

So yep, it looks like something eats a bit of battery here.
I had the idea measuring it without a battery inserted, powered via USB, but this makes the LED blink (which needs some power as well). Anyways, it needed 0.03A - no idea if that's too high for blinking or not.
As a next step (to make sure it's not the bq that's reporting random values here), I'm going to measure the power of the battery when I removed it for a while (so NOT powered off).
Question: IF the Pyra really drains the battery while being switched off, could this be software related (so "poweroff" doesn't switch off all components) or does it have to be hardware?

I wanted to see if my unit does power draining as well while switched off, so here is the result.
I used cat /sys/class/power_supply/pyra-battery to show the charge.
Result: Before shutting down: 4063000 After two hours: 4021000 Another 5 hours later: 4028000
So at first it looked like it loses a bit of charge, however, five hours later, the charge was a big higher again.
I guess this is because the battery is still warm before I shut it down the first time, then cooling off changed the voltage a bit and that's it.
I'll also do the test with a multimeter and a day waiting time.
