I'm not 100% sure but I don't think I've ever really had any problems with rebooting. I'll try a couple of reboots when I get to the office again.

I'm using a 12V adapter, but if I understand you correctly that isn't a factor for this issue you're seeing. Perhaps it's due to differences in my kernel config or rest of system (debian stretch without initramfs).
