The Linux kernel used will probably be the 'tickless' kernel which is slightly distinct from the older 'ticked' kernels.
By removes the periodic ticks, the kernel can save power by letting the CPU sleep longer without waking up for each tick.
This will not affect timers. I don't know much about hardware, but there is certainly something keeping tracks of ticks, even though the CPU might be asleep for some of them.
