Then SDL.h (gp2x version) mustn't be in your include path.
Make sure when using Dev C++ or Vis Studio that you have setup the correct lib/include paths for the compiler.
Do you have the SDL libraries for the GP2X somewhere on your PC? If not get them and put them somewhere where they are safe...
I don't think Open2X is a bad Idea at all. Alot of different devices have many different firmwares. Even the linux kernel has a development version and a stable version (in simple terms).... As far as I see it Open2X would get further quicker, and could be regarded as the Development GP2X...

Does anyone know if the Open2X lib buildscript has been fixed yet? Last time I tried it the script failed.. and it was too late at night for me to fiddle with it.

does GP2x support 16mb or 64mb SD cards? I have 2 small sandisk (or maybe they are Toshiba) ones that I want to use for FW Update, because my 512mb Sandisk Mini-SD with Converter obviously won't work.

If dignsys don't comply and GPH were to drop them as a sub-contractor then GPH could demand a source release and then turn it over to the community for completion... It would be messy, but GPH would by no means be left in the dark.
If you do want to dev for GP2x you can use the dual makefile from the wiki, it allows you to compile an x86 version and a gp2x version of your program as long as you have all the libs etc setup correctly. This is usually a good way to tacke cross platform dev.
